What is PR?
PR is the abbrebiation for Page Rank; an algorithm used by Google to rank websites in their search engine results. According to Wikipedia, there were 148 domains with a PageRank 9 in the entire Internet (this data is no longer available in Wikipedia due to policy conflicts). Getting direct "DOFOLLOW" links from pages with PR=9 and even PR=8 and 7 is extremely difficult and costly. DOFOLLOW links are links that pass the authority and the value to the linked websites (also referred as "SEO juice"). As of 2016, even though Google claims that they are no longer using the PR algorithms to rank sites, in real life, websites that get dofollow links from sites (or pages) that have a higher PR consistently increase their ranking status in the search results in Google as well as for Bing and Yahoo.
What is RSS?
RSS, sometimes known as Really Simple Syndication, is an XML-based format for sharing and distributing Web content (such as news headlines) without requiring readers to constantly visit a Web site to see what's new. RSS feeds contain headlines and hyperlinks to longer articles or Web pages.
